• Professional Engineer with over 35 years of experience in railway design, construction, maintenance and regulation.

• Extensive experience in track maintenance ranging from the 1,067 mm gauge low tonnage branch lines to high tonnage standard gauge main lines.

• Twelve years experience in safety regulation as Director, Engineering, with Transport Canada’s Railway Safety unit.

• Led team of public and private sector experts to Indonesia to assist in development of safety and economic regulation to allow the commercialization of the Indonesian railway system.

• Member of team that reviewed Transport Canada’s safety oversight and regulatory compliance mechanisms for the Minister of Transport and led team developing a regulatory requirement for safety management systems in the railway industry.

• Provided assistance to the South African Department of Transport in the development of the Railway Safety Regulator for the country.

• Conducted “Detailed Safety Assessments” of complex railway crossings.
